Yes. Every article is immediately open access under a Creative Commons Attribution (CC BY 4.0) licence, free to read worldwide. Authors retain copyright of their work.

The article processing charge is US$1,499, payable only if your manuscript is accepted. There is no charge to submit and no charge to be reviewed. Fee assistance is considered case by case for authors without funding.
